AFIR

Welcome to the AFIR Regulation Information Hub., where you can delve into detailed insights about the Alternative Fuels Infrastructure Regulation (AFIR), its key impacts, devices in scope, and the obligations associated with it.

What is AFIR?

The Alternative Fuels Infrastructure Regulation (AFIR) was presented by the European Commission on 14 July 2021 and aims at enabling the EU to reduce its net greenhouse gas emissions and at achieving climate neutrality in 2050.

To address this, the European Union has laid out a set of rules surrounding EV (fast) charging and will certainly go a long way in further bolstering Europe’s already robust EV-focused infrastructure.

For example, the rules stipulate that payment for use of the charging facilities must be accessible and easy for everyone. This means, easy and convenient payment methods.

Therefore, ad hoc payment methods are one of the key elements of AFIR. Publicly accessible EV chargers will accept common payment methods such as debit cards and/or QR code payments while providing transparent pricing information. Transparent and non-subscription-based payment options will be mandatory for publicly accessible charging stations, including QR codes for charging stations under 50kW, and payment card readers for charging stations equal to or over 50kW.

Key impact:

Devices <50kW

  • Published Devices put into operation after 13.04.24 (‘put into operations’ means installed; configured; inspected; and fully ready for usage)
    • Static QR code/ payment terminal/ other contactless payment method where bank card functions, must be available
    • Price transparency rules must be met (visible before initiating charging session)
    • No retrofit required (meaning: devices before 13.04.24 not in scope)

Devices >=50kW

  • Published Devices put into operation after 13.04.24 (‘put into operations’ means installed; configured; inspected; and fully ready for usage)
    • Payment terminal needs to be installed
    • Price transparency rules must be met (visible before initiating charging session)
  • From 2027, all devices put into operation before 13.04.24 will need to comply with the same rules as well (retro-fit)
